Yes, in fact it still exists in 1.2.12-1.

tea:~# LANG=C dpkg -l cupsys
Desired=Unknown/Install/Remove/Purge/Hold
| Status=Not/Installed/Config-files/Unpacked/Failed-config/Half-installed
|/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err: uppercase=bad)
||/ Name                        Version                     Description
+++-===========================-===========================-======================================================================
ii cupsys 1.2.12-1 Common UNIX Printing System(tm) - server
tea:~# LANG=C lppasswd -a root
Enter password: (user types super-long and super-hard-to-guess password that consists only of symbols)
Enter password again: (user reenters the super-difficult password)
lppasswd: Sorry, password rejected.
Your password must be at least 6 characters long, cannot contain
your username, and must contain at least one letter and number.
tea:~# LANG=C lppasswd -a root
Enter password: (user enters xyz123)
Enter password again: (user re-enters xyz123)
tea:~#

lppasswd's password quality check still favours relatively easier passwords over really difficult-to-guess passwords.
