Yes, in fact it is still present in 1.2.12-1

{acli@tea:~}$ LANG=C dpkg -l cupsys
Desired=Unknown/Install/Remove/Purge/Hold
| Status=Not/Installed/Config-files/Unpacked/Failed-config/Half-installed
|/ Err?=(none)/Hold/Reinst-required/X=both-problems (Status,Err: uppercase=bad)
||/ Name                        Version                     Description
+++-===========================-===========================-======================================================================
ii cupsys 1.2.12-1 Common UNIX Printing System(tm) - server
{acli@tea:~}$ ls -l /usr/bin/lppasswd
-rwsr-xr-x 1 lp lpadmin 9056 2006-06-21 11:02 /usr/bin/lppasswd
{acli@tea:~}$

Note that /usr/bin/lppasswd is still setuid lp. This is a
Debian-specific change (that obviously has not been thoroughly
tested) which is the root cause of the problem.

(PS: A simple ls -l would have reconfirmed that the bug still
exists.)
