As of the next Debian upload, "hpijs-ppds" will depend upon
"foomatic-filters", instead of "hpijs" suggesting "foomatic-filters". That
was an oversight on the packaging, as all HPLIP-issued hpijs ppds require
(for now) foomatic-rip to work anyway.
As for hplip-ppds, the current packages conflict with it. How did you manage
to have hpijs 2.1.9+0.9.10-1 installed at the same time with any version of
hplip-ppds ?
