I tried to reproduce the problem on my system, but your printrc file
worked fine: the Print dialogue windows came up, and I could choose
all the printers.
The printrc you sent has this as the first line:
#PRINTRCv1 written by GIMP-PRINT 4.2
When I loaded it and re-saved the settings (no changes made), it then
said:
#PRINTRCv4 written by Gutenprint 5.0.0-rc2 - 22 Jan 2006
I've attached both the old and new files. Please could you copy each
in turn to ~/.gimp-2.2/printrc and see if the problem returns for
either of them?

Those are just fine. There was a problem a few months back if you
used a locale where ',' is the decimal point, rather than '.', but
that's not going to happen here.
