Hi!

FHS v2.3 chapter 2[1] states, in part:

| "Static" files include binaries, libraries, documentation files
| and other files that do not change without system administrator
| intervention

Later on, section about /etc states, in part:

| The /etc hierarchy contains configuration files. A "configuration file"

cupsys writes data to /etc/cups/ppds.dat: this file should
be moved elsewhere (/var/something?).
Moving the file will be useful, once FHS 2.3 compliance is mandated by
Policy (currently FHS 2.1 compliance is required).
