There is a line at the end of cupsd.conf:

Include /etc/cups/cups.d/ports.conf

ports.conf has the entry "Port 631" but this line also occurs in
above cupsd.conf.  To fix it I commented out the entry in cupsd.conf and
restarted cupsys.
