On PowerPCSPE targets, gcc will define __SPE__:
root@atlantis:~> echo | gcc -E -dM - |grep -i SPE
#define __SPE__ 1
root@atlantis:~>
So, "#if defined(__powerpc__) && defined(__SPE__)" is what you want.
