It should not be. At all.  However I think I have this fixed now :

So previously that would take four minutes while the ipv6 dns data
 failed over and over.


I modified /etc/sysctl.conf also :

charon$ grep -v "^#" /etc/sysctl.conf | grep -v "^$"
net.ipv6.conf.all.disable_ipv6 = 1
net.ipv6.conf.default.disable_ipv6 = 1
net.ipv6.conf.lo.disable_ipv6 = 1
net.ipv6.conf.eth0.disable_ipv6 = 1
net.ipv4.conf.all.accept_redirects = 0
net.ipv4.conf.all.send_redirects = 0
net.ipv4.conf.all.accept_source_route = 0


That seems to have settled down the situation.

yay ... I can finally fetch kernel sources and try a build.
