According to this : http://www.x.org/releases/X11R7.7/doc/man/man4/radeon.4.xhtml you will be able to have it working.

Which video-out are you using to connect the display ? (dvi or adc ?) then did you try twice solutions ?
Regarding hardware side, did you check and validate that all it’s ok ? (un-plug then re-plug adapters, no damaged components ?)
Trying install with no other add-in cards ?

Normally, you don’t need all parameters you’ve mentioned, just a fresh install will be sufficient … (it is how I had my iMac G5 totally functional maybe different for you)
Important question : wich desktop environnement are you using ? (have it only working with « Mate »)
The radeon driver works fine before I installed firmware non-free (because system claims to have R300 microcode) then I’d to downgrade mesa-lib and disable gpu acceleration by putting a xorg.conf in /etc/X11 wich just contains :

Section "Device"
    Identifier "Radeon"
    Driver "radeon"
    Option "NoAccel" "true"
EndSection

After that, improvement is real ;  glxgears before : 60 fps / after 102 fps (my gpu is a radeon X600 integrated but mechanisms are similar)
