For the image, you can probably debootstrap (at least --variant=buildd).

For the P710 LPAR, 'probably' not (not easily).  The little-endian mode
on IBM POWER processor/systems is 'supported' from POWER8 onwards [1].

Although the POWER7/7+ processors can run it virtualized (see patches
for qemu [2]), that requires non generally-available firmware.

It seems some (cool) non-production/not-supported hacks were developed
for that (e.g., [3]), but I haven't tested / don't know about.
