No. Upstream Mesa Radeon drivers no longer work without KMS.

You're mistaken, ondemand traditionally never worked on *Books. But the
patch from
https://lists.ozlabs.org/pipermail/linuxppc-dev/2012-October/101799.html
has been working well for me.
