I'm not sure how to fix this KMS problem. You could try to play with
the agpmode option.

For example:
radeon.agpmode=-1 ...forces the graphics card into PCI mode
radeon.agpmode=2  ...forces AGP 2x

Does the radeonfb driver work (without the video=radeonfb:off option and
radeon.modeset=0)?
