I recommend you use the sources released here:

  http://www.kernel.org/pub/linux/kernel/people/geoff/cell/ps3-utils/ps3-utils-2.2.0.tar.bz2

The ps3-utils use the standard automake and autoconf
build system.  See the file 'INSTALL' in the root of
the source tree.
