I pulled debian/dists/testing/main/binary-powerpc/Packages.gz from that
mirror, and it has:

Package: debconf
Priority: required
Section: admin
Installed-Size: 1524
Maintainer: Debconf Developers <debconf-devel@lists.alioth.debian.org>
Architecture: all
Version: 1.5.2

So, somehow your package lists are newer than the archive you're accessing.
'apt-get update' should fix it.

I've been apt-get updating, etc for the last couple of days--all to no effect. FWIW, http://packages.debian.org/debconf reports 1.5.3 as the current version.

Thanks for the hint though. dig reports 4 IPs for ftp.us.debian.org.
Three mirrors have the updated package but it's missing from 204.152.191.7.

So there seems to be a bit of mirror skew. How is this reported/fixed?

Thx!
