As it has already been pointed, you need nvsetvol (in powerpc-utils
package).

However, as macosx restores the volume everytime you boot it, I have a
script called something like /etc/rc.boot/nvsetvol-shutup

That reads:

ACTUAL=$(nvsetvol | sed 's/.* //')
if [ $ACTUAL -gt 0 ] ; then
    nvsetvol 0
fi
