You don't have to recompile mouseemu for this. Just install the mouseemu
package and edit /etc/default/mouseemu. In your setup it would look like
this:
MID_CLICK="-middle 0 100"
RIGHT_CLICK="-right 0 97"
SCROLL="-scroll 125"
