yes I used a wintv in my beige g3 without problems
on my powerbook I use a wintv usb see http://usbvision.sf.net/

I use mencoder like this:

mencoder -oac mp3lame -lameopts mode=1:vbr=2:q=4 \
         -ovc lavc -lavcopts vcodec=mpeg4 \
-tv driver=v4l:adevice=/dev/dsp:norm=pal:channel=SE12:width=320:height=240 \
                                                 ^^^^ channel goes here
         -o recording.avi tv://

xawtv (apt-get ...) mplayer/mencoder is nice to have around anyway.
