I think we're probably talking about the bus that connects the physical drives 
to the controller (in other words, the ide cable), rather than the pci bus 
speed.

I *assume* it got progressively faster with CPUs up to 33mhz, then stayed 
constant due to design limitations, until ATA-66 came along.  Not sure why 
you'd want to set it to 66 unless you have ATA-66, though, and that has a 
different kernel option iirc.  I suppose there must be a few unusual 
exceptions.
