Yes.

In your /etc/network/interfaces there is an entry for your eth interface
regarding dhcp. Just comment it out.
(if you are pissed by the waiting time at boot but would like to keep the
dhcp active, just press ctrl+c when dhclient starts scanning for dhcp
leases)
