You can either (a) press Cmd-Opt-P-R to reset the PRAM, which will cause the Mac ROM to kick in, and load miBoot on the floppy, or (b) press Cmd-Opt-O-F to drop into OpenFirmware, pop in the floppy, and do 'boot /AAPL,ROM', which will load the Mac ROM, which will load miBoot from the floppy (may need to hold F after pressing Enter at the OF prompt).
