Hmm... It seems like you mind need a newer version of binutils. Try to
get the latest and give it a go.

I don't think it is trying to build a compresed kernel. It might be
under the zImage rule to build vmlinux. You really need to compile to
the end to see what happens. I havn't seen changes to the make process
b/w 2.4.21 and 2.4.22, so i doubt that it's building a vmlinuz.
