You're listing Depends, not Build-Depends.  For synaptic,

  Build-Depends: debhelper (>> 3.0.0), libwings-dev, libapt-pkg-dev,
  librpm0-dev, gettext, hermes1-dev

-ltiff is supplied by libtiff3g-dev, not libtiffg3.  It looks like it's
missing a few other build-deps as well.
