This is probably tcpwrapper's PARANOID setting. Remove
ALL: PARANOID

from /etc/hosts.deny.

Akhaa! I changed the IP address in /etc/hosts on the ssh servers, and now it sshes into them just fine. Problem solved. And I get to leave ALL: PARANOID in /etc/hosts.deny.
