I'm also using the rsync in unstable (same version in testing) and it works.
If you are running a 2.4 kernel, does

echo 0 > /proc/sys/net/ipv4/tcp_ecn

help? Otherwise, it might be a libc issue and I'd try rebuilding rsync.
