The right way to do this is to mail the bug telling the maintainer to add
libgtk1.2-dev to Build-Depends, then the next version will be autobuilt
properly.
I've seen a lot of Build-Depends bugs listed with severity "serious", preventing
their inclusion in testing until they're fixed, so I think this is fairly
standard policy (small `p') these days.
