The easiest way to do it is to install:
kernel-source-2.2.15
kernel-patch-2.2.15-powerpc
pcmcia-source
kernel-package

and use export PATCH_THE_KERNEL=yes make-kpkg kernel-image (as root).

Any particular reason you need your own kernel?
