sounds like the permissions are messed up which happens when untarring
from linuxppc.  My fix was to reinstall everything from the base directory
and let the basefile*.deb and makedev packages set most things to rights.

I used the same 2.2.1 kernel I got from linuxppc for both when I boot
one or the other with bootx and the 2.2.1 module package from the same
place.

Then pppconfig worked modem is /dev/ttyS0  gpm is happy with -t bm \
-m /dev/mouse cdrom is /dev/hdc and with xmodmap this makes the delete
key work like a backspace as it does on the console:
