Currently, there is no such thing as > `/usr/share/doc/initscripts/examples'. The first message in #913154 suggests moving /etc/init.d/skeleton into /usr/share/doc/initscripts/examples. And /etc/init.d/skeleton is more detailed than the example in init-d-scripts(5). So it seems that the best solution is for initscripts to add the examples/ directory, and Policy to refer to that.
