Bug#913295: debian-policy: Update location of example init.d script

According to #913154, there is consensus, that `/etc/init.d/skeleton'
is not suitable location for example init.d script, and actually
duplicates information, provided by init-d-script(5) manpage.

I attach tiny patch, that changes Policy.
