I think this is a better solution to my original bug report. If my unit
tests need to talk to a service listening on localhost (as allowed by
Policy already) then let them resolve localhost: no more, no less.

I too am not so sure that these files are something that the
build-essential set should guarantee. I think resolvability of localhost
falls into the same sort of "always true on a sane system" guarantees
as the lo device having 127.0.0.1 assigned to it, but I'm a lot less
sure that "freeciv can be resolved to port 5556" is part of a minimal
reasonable system. (Admittedly, I'm deliberately choosing a slightly
ridiculous example to make a point, and a lot of what's in /etc/services
is more reasonable.)
