license-count numbers:

CC-BY 1.0 2
CC-BY 2.0 3
CC-BY 2.5 11
CC-BY 3.0 165
CC-BY 4.0 28
CC-BY-SA 1.0 3
CC-BY-SA 2.0 44
CC-BY-SA 2.5 14
CC-BY-SA 3.0 285
CC-BY-SA 4.0 61

Looks like both CC-BY 3.0 and CC-BY-SA 3.0 would warrant inclusion. Note
that the regexes in license-count may not be perfect; I'm not completely
familiar with all the variations the CC licenses can take.
