One of the major points of disagreement in this thread is that you think
this information is currently available and useful, and other people (such
as myself) think that your understanding of Uploaders has little
relationship to how the field is currently used in the archive.

I'm dubious that it's worth the effort to maintain this, but regardless of
that discussion, machine-readable team information is not something we
have now. We instead have a partial record of some people who have
previously worked on the package, without much information about whether
they're currently working on the package. It's marginally more useful
than the debian/changelog entries, but only marginally.
