In practice, Uploaders often includes active team members who work
in git, but one specific team member does all the uploads.
I already gave the lintian package as an example for that.
And in the other direction what you describe would leave no way for
a person to make it visible that he has left the team.

There is no Intent-To-Orphan bug.
And whenever possible the process should work by first confirming
that a person or team is MIA, and then orphan everything that was
maintained by that person or team.
In a more general note, I am a bit puzzled that it is so controversial
that machine-readable team membership information is important and
should continue to be available.
