Bug#849483: debian-policy: emacs build dependencies probably need adjustment
Just converting that file to Markdown is probably the best solution.
Thanks! I just switched Emacs versions since that was easy and simple,
but org-mode is a bit obscure as a document formatting mechanism, and
we're already using Markdown for something else.

This is already fixed, sorry. I keep forgetting to actually run make
after applying patches. :(

I can't duplicate this even with all the Recommends of debiandoc2latexps
removed, and the package builds fine in a clean chroot, so I have no idea
what you're running into. :(
