Yeah, being able work on the appendices piecemeal will make it easier,
otherwise it gets difficult to see what's done and what's pending, as
long as the incremental changes are valid by themselves.

It would be ok I guess, better than the current situation, although
I don't really see the point in that. Those sections will end up being
removed at some point anyway, that's why I updated the initial section
to point to the dpkg man pages if any was missing, and as long as they
do not get renumbered (something I took care of), that should not
introduce confusion.

Also, as an aside, I don't think any section should be removed, before
the information therein has been moved to a correct place, like dpkg
documentation, devref, maint-guide or the main policy itself, etc.
