One monolithic patch is fine. I was planning on updating to the current
state of the Subversion repository when the DEP is final since I know
there's development that's been done there that hasn't been tracked in the
Policy repo. Steve already did the sync the other direction back in
December and I've been careful not to make changes in the Policy repo
since.
