One of the reasons why we've maintained it in Policy is that I don't know
of another good place for it. There should really be a list that includes
descriptions and rules for what goes into each section. That feels like a
Policy sort of thing to me in terms of where to distribute it from, but
note that the section list doesn't follow the Policy change process. It's
the responsibility of ftp-master, and we just automatically make any
changes they make.
