Bug#604397: debian-policy: build-arch and build-indep targets are required

For the record, the patch to dpkg to implement Build-Features: build-arch
has been accepted. 
So we only need to add Build-Features: build-arch to the package that will
benefit from it (mainly packages that build both arch-indep and arch-all 
targets).
