For example until today .dsc files did not contain information about the
Section and Priority of the source package[1]. That information was only
in the .changes file (I guess because it was mostly a hint to
ftp-masters, just like this information is now, too).

I'd rather see this as "fields only there if the upload has something to
say in this regard".

[1] Which is something I'm very happy if it changes[2]. Though having it as
"Package-List:\n src:<srcname>" is a bit more complicated than just
having Section and Priority fields.
[2] Currently reprepro can guess it by things like parsing a .diff file,
which is code I'd be very happy if I could remove it in some years.
