Bug#568374: debian-policy: section "8.4 Development files" not explicit enough regarding libraryname[soversion]-dev

Section 8.4 of the policy says:

| The development files associated to a shared library need to be
| placed in a package called librarynamesoversion-dev, or if you
| prefer only to support one development version at a time,
| libraryname-dev.

Looking at #493951 and recommended practices I'd suggest to reword
this paragraph so it's more obvious that you should use
libraryname-dev unless you have a very good reason to do otherwise
(like needing multiple versions available on the same machine).

[Not sure whether it's directly related to #509933, please feel free
to merge if necessary.]
