Bug#519941: 10.2 Libraries recommends use of /etc/ld.so.conf instead of /etc/ld.so.conf.d

I received no major pushback from my message to debian-devel and several
affected packages, so given that and the number of seconds, I'm merging
this change for the next release of Policy.
