I am missing some guidelines/recommendations in DP about how to
integrate external kernel modules, which Makefile variables are/
should be defined when the user builds the kernel module package,
what the postinst and postrm scripts should do, etc.

Hi,

        This belongs in eother the module source packages, or the
 upstream kernel Documents directory, or even in the tools
 (module-assistant or kernel-package) used to build the kenel modules in
 question. A pure HOWTO is not what the technical policy is all about.
