There ought to be a policy about how the package description of dummy
transitional packages is to be written. E.g., mandating a Tag
"dummy::transitional"(?) or something (also could differentiate different
kinds of dummies.)
That way users would have a sure-fire way of finding which packages
are dummies on their system, and which aren't, in order to delete them
if appropriate.
Currently one must poke around with e.g.,

I do not see why this should be policy, as opposed to a best
practice4s thing in the dev ref. Secondly, this should be implemented
first, and then when it reaches the point when it _is_ standard
practice, _then_ we think about putting it into policy.
