I'm sorry, Uploaders has no "function" except when combined with
DM-Upload-Allowed. One can perfectly upload a package without being in the
Uploaders in the default case.

It makes sense to put a common identity either in Maintainer: or in
Uploaders: so that one can check the state of all packages of this entity
in the corresponding DDPO (qa.debian.org/developer.php) page.
