If it would be obvious I wouldnt ask to add it to policy. For most
people it just isnt.

True, I expect Uploaders to only contain humans, nothing else makes any
sense. This is for people who try uploading packages with Maintainer set to
"the foo group of bar <bar@foo.com>" and no other information about who
really maintains it...
