Bug#420701: debian-policy: GFDL is now in common-licenses

Version: 3.7.2.2

base-files_4.0.0, just uploaded for unstable, has now the GFDL in
common-licenses (as both GFDL-1.2 and a symlink GFDL -> GFDL-1.2).

Therefore, the paragraph in policy saying "Note that the GFDL is new
here, and the license file may not yet be in place in" should be removed.

Please don't use such over-cautious language next time, as it delays
the final wording needlessly. Just state that the license is there, as
if it was already there, and everything else is just a bug in base-files.

If you are worried about "timing issues", we can do this:

1. Policy is officially ammended by the policy procedure, but a new
   debian-policy package is not uploaded yet.
2. A bug is submitted against base-files (or just somebody tells me about it).
3. The new base-files package having a new license is uploaded.
4. The new debian-policy package is uploaded afterwards.
