Bug#209008: debian-policy: [PROPOSAL] common interface for parallel building in DEB_BUILD_OPTIONS

Ack. Automated guesses are always a possible source for problems, and in
this special case, the human behind the build process should know best
which number of parallel processes is useful [1]

Footnotes:
[1] The classic problematic case would be a CPU showing two cores due to
HT and only little RAM, where two parallel g++ runs could easily
trash the machine, while almost all other builds would show almost no
     improvement.
