Bug#365356: debian-policy: The section 11.8.5 needs some clarifications

This is most likely not staying; I've discussed with the XSF reverting this
directory change, because it appears to be a gratuitous incompatibility.

This part also hasn't definitely shaken out yet I think, so it's probably
premature to try to fix up policy to match.
