It might be helpful to have everything ready to be changed in one fell
swoop in order to avoid skew between policy and reality and to ensure
that everyone is up to speed prior to the change.

It might help convince people to accept such a change if there were a
user interface for using it.

Off the top of my head there are some other implementations of adduser
around.

Well, yes.  It would take slightly more to make it a useful feature in
Debian, though.

I would probably go along with the adduser maintainers on this one.
