Bug#294351: Please extend 9.4's ellipsis style requirement to cover maintainer scripts and dpkg

Policy 9.4 requires initscripts to format their output this way:
Doing something that takes time now...
In #254998 I have asked the dpkg maintainers to replace
Unpacking replacement foo ...
with
Unpacking replacement foo...
(etc.) so that when installing packages that run initscripts the ellipsis
style is consistent.
The dpkg maintainer says that he will not proceed with this change until
he is directed to do so by policy. Also, he would like maintainer
scripts' use of ellipsis to be similarly regulated before he makes the
change to dpkg.
I therefore ask that policy 9.4 be extended to cover ellipsis in output
from dpkg and from maintainer scripts.
